You may try a liquid cooling system, it's very quiet, and works better than any other.

Do you have a Dell computer? My mom has the same problem with her Dell, it sounds like a jet plane is taking off every time she turns it on.

The fan on my computer is so loud I have to turn it off if I need quiet to do some recording for instance, in fact my daughter claims she can't sleep when I have the computer on, which is a real problem, since I do a lot of my work at night. Any chance I could find a less noisy solution?
